Court dismisses man's plea for caning review - SEPT 7, 2004

Court dismisses man's plea for caning review - SEPT 7, 2004: "At last month's hearing, Tan's counsel had argued that he should be spared the cane as there was still an inherent risk of death or serious injury if he was caned.
But in his judgment yesterday, Justice Choo Han Teck said that under the Criminal Procedure Code, no strokes would be given unless a doctor were present and certified the offender fit to undergo caning."
